Contents The course aims to provide some basic knowledge in the field of Public Economy, of Industrial Economics and of Economics of Industrial Organization, with an institutionalist key of interpretation, paying special attention to the role played by institutions in the market (in primis by the State, but also by history, culture, traditions, ethics, trustful social ties, gift, religion, spirituality) to promote economic and human development, to prevent or to remedy market failures or to lubrificate its functioning.

Texbooks for the monothematic issue

The texbooks concerning the monothematic issue to be discussed during the current academic year are communicated as soon as the monographic theme has been identified, or at the latest at the beginning of the lessons.

For students with DSA, whose certification is formally ascertained, compensatory and/or dispensatory measures are envisaged. The measures will be assessed case-by-case in order to adapt the program and the related texts to individual needs. To this end, it is necessary to contact the teacher well in advance, through the didactic secretariat and the Department and/or University delegate.
Educational objectives The course aims to provide some basic knowledge in the field of Public economy, of Industrial Economics and in the field of Economics of Industrial Organization, with an institutionalist key of interpretation, paying special attention to the role played by institutions in the market (in primis by the State, but also by history, culture, ethics, traditions, trustful social ties, gift, religion, spirituality). The course also aims to provide a pluralistic reading of economic phenomena, in the acquisition of a multiplicity of perspectives that depart from the observation that markets always have a political and ethical background; from the recognition of the existence of different mechanisms of human and psychological motivation at the basis of economic behaviour which are not linked only to "homo economicus" paradigm; by the finding of the existence, besides market, of other forms of regulation of the exchanges which correspond to different forms of economies (public economy and market economy: private and civil); from the observation of the presence of different categories of “goods” and notions of “value” which widen the range of the possible explanations of the more or less efficient functioning of the market.
The main knowledge gained will be:

1. knowledge related to market failures and related remedies (market or otherwise) to such failures;
2. knowledge of the main theories about the birth of enterprises;
3. knowledge relating to the different types of existing organizations;
4. knowledge about the various reasons for the industrial cooperation and the various forms of cooperation between enterprises;
5. knowledge about the historical roots of Italian industrial development of and of the development of Terni, as well as its evolutionary /regressive trajectories and related policies for its revival;
6. knowledge of the role that various institutions may play in the economy (especially the State, but also ethics, social capital, religion, spirituality);
7. knowledge concerning the interpretation of the various functions, more or less traditional, that the State performs in the economic field with emphasis on Welfare State (and its evolution towards Welfare mix and to Welfare of relations), the protection of competition, the industry policy and industrial policies;
8. knowledge about the evolution of the concept of competition in an interdisciplinary key.

The main capabilities which the course could develop will be:

1. ability to analyze economic phenomena in a critical, dynamic, pluralistic way;
2. ability to choose the optimal organization, among the many available, to be taken to achieve a given industrial project;
3. ability to choose, between public or private company, the best mode of production of a particular good or service;
4. ability to choose, among all the possible forms of network of companies, the one which is best suited to a certain type of business;
5. ability to choose the most appropriate business ethics in reference to the environment inside and outside the company;
6. ability to choose the right family-work harmonization policy which is more appropriate for a given business and territorial context;
7. ability to make the analysis of the competitive environment with the formulation of the related strategies of competitive advantage most appropriate to it.
Prerequisites In order to understand the contents of the discipline students need to have passed the examinations of microeconomics and macroeconomics. Basic knowledge of microeconomics on various forms of market (perfect competition, oligopoly, monopoly, monopolistic competition) and on their functioning are essential together with Basic knowledge of macroeconomics related specially to the components of aggregate demand and supply and to general macroeconomic equilibrium.
Teaching methods The course in Public economics and industrial sectors includes lectures; development of single issue made by carrying out interdisciplinary seminars or other initiatives with the participation of experts; film screenings; interdisciplinary conferences; dialogues about firm; educational visits; participatin to training programs.
Other information STUDENTS’ ASSISTANCE

Students’assistance, after contact by e-mail or telephone, takes place at Terni headquarters of the Department of Economics, in via Papa Zaccaria 8, on Wednesdays from 11 to 13. Students’assistance is suspended in the month of August.

Three interdisciplinary conferences made during the Festival of Teresian spirituality, co-designed by the chair of Public Economics along with other insitutions, during the fifth centenary of the birth of Teresa of Avila (the Festival took place from January 2015 to October 2015).

The Ways of Teresa, enlightened manager" (April 24, 2015, at 16 at Aula Magna of the Department of Economics in Terni); Lectio magistralis of Prof.Stefano ZAMAGNI, University of Bologna (the founder of Economy Civil) on "Economics and theology: a difficult marriage. Traces of "Civil Economy" in the teaching of Teresa? "(October 9, 2015, at 16 at Aula Magna of the Department of Economics in Terni).

TOGETHER FOR CIVIL ECONOMY

Lectures/Seminars/Conferences/roundtables created as part of the initiative "Together for Civil an Economy", co-designed by the chair of Public Economics along with Cesvol of Terni, direct to open a new perspective for the development of the local community based on dialogue between profit and non-profit world. This new horizon braided theoretical and historical dimension of the '' Civil Economy " provided by academics, experts, professionals, with representative and innovative experiences related to it, coming from the world-profit (trade associations, entrepreneurs, managers, trade unionists) and from non-profit world, which are present in Terni and in its province. The cycle of events was concluded by the conference of Prof.Stefano Zamagni, from the Department of Economics of University of Bologna, a distinguished economist, one of the founders of Civil Economy. The scientific meetings were supported by training workshops, which had a more professional content. The seminars, held on a monthly basis, took place at the Hall of the Polis Center, in Montefiorino Street n. 12 / c Terni, and concerned the following topics:

The course in Public Economics and industrial sectors since 2005 has tried to adopt a new language, such as movie, for understanding economy. In this perspective, in classroom, a film or a documentary is viewed concerning the monothematic issue chosen in the academic year. This showing serves as a starting point for a series of economic considerations and as a basis for the discussion at the seminar carried out on the same theme by an external expert.

The Chair of Environmental Economics cooperates institutionally with the ISTESS (Institute of Theological-Social Studies) for the implementation in Terni, in November, of the Film Festival of People and Religions.
1)The Chair of Public Economy and industrial sectors has organized on November 26, 2013 at Aula Magna of the Department of Economics of Terni, in collaboration with the ISTESS, in the frame of Film Festival "People and Religions-Edition 2013", the screening of two films ( "Solving" by John Mazzitelli and "Suicide Italy. Stories of extreme dignity" by Philip Sordi) concerning the suicides of many Italian entrepreneurs related to the recent economic crisis.
The final debate was attended by students, by Prof. Cristina Montesi, by Prof.Mario Pagliacci of the Department of Economics of University of Perugia, by Prof. Stefania Paris of Istess, by directors and actors of the two films.

2) The Chair of Public Economy and industrial sectors has organized on November 13, 2014 at the cinema Cityplex of Terni, in collaboration with the ISTESS, in the frame of the Film Festival "People and Religions-Edition 2014", the screening of the documentary "The soup of the devil" by Davide Ferrario, presented at Venice Film Festival 2014, concerning the environmental problems associated with the Italian processes of industrialization. VISITS OF EDUCATION

The Chair of Public Economics also organizes educational visits in business realities related to the monographic theme treated or in realities particularly emblematic and organizes participation in scientific-cultural events of great relief.

1) On 20 May 2008 was carried out a visit to the industrial hub Lionello Bonfanti, heart of Economy of Communion, located at Incisa Val d'Arno (Florence) and a visit to some companies operating in the Economy of Communion in Loppiano, near Incisa Val d'Arno (Florence).
2) On 29 May 2009 there was an educational visit to industrial hub Lionello Bonfanti, located at Incisa Val d'Arno (Florence), for a meeting with Prof.Luigino Bruni of Milan Bicocca University, on the Economy of Communion at the 18th anniversary of its founding. On the same day the students attended the conference of Prof.Stefano Zamagni of University of Bologna on The Economy of Communionat the auditorium of the University of Sophia (Loppiano Incisa-Val Arno). Sophia is an innovative University with a strong relational system that combines study and life experience (see www.iu-sophia.org).
3) On March 29, 2012 was organized the participation at the conference of Prof.Marc Augé, anthropologist of international reputation, in Sala dei Notari of Perugia at the presentation of his latest book entitled "Future".
4) On May 7, 2015 was organized the participation at the conference on "Ethics and economics: the wound of the Other" with Emmanuel Gabellieri (Catholic University of Lyon), Alain Caillé (University Paris X) and Luigino Bruni (University Lumsa).

PARTICIPATION IN TRAINING PROJECTS

2017
Students of the course in “Public Economics and productive sectors” of the academic year 2016/2017 participated on 24/1/2017 in the bootcamp for the startups of Central-Southern Italy admitted to the selection phase of the ninth edition of the 2017 event "Global Social Venture Competition" (International Award for entrepreneurial ideas with high social value or environmental) promoted and organized in Terni by the Italeaf company. The day consisted of a business modeling lesson, carried out by the teachers of ALTIS, the advanced training school of the Catholic University of Milan, through the use of the innovative "business model canvas" methodology and a classroom exercise for groups on the application of this methodology, as well as in a lesson on assessing the social impact of entrepreneurial activities.

Students of the course in “Public Economics and Productive Sectors” of the academic year 2021/2022 participated on 13/10/2021 in the presentation of the Third Edition of the Terni Digital Week which took place from 14 to 18 October 2021 in Terni.

2022
Students of the course in “Public Economics and Productive Sectors” of the academic year 2022/2023 participated on 12/10/2022 in the presentation of the Fourth Edition of the Terni Digital Week which took place from 13 to 16 October 2022 in Terni.

Learning verification modality The exam id in a WRITTEN form.
The exam includes a written test of one hour aimed at verifying the level of knowledge attained by the student about the theoretical contents of the discipline, the ability to understand the problems proposed and the ability to communicate in writing with language skills.
The written test is made up of two parts. The first part is a closed stimulus test with an open answer (the student must answer six questions formulated by the teacher; the score of each question has a range that goes from 18 to 30 points. The mark of this first part consists of the arithmetic mean of the sum of the scores of each question). The second part consists of fifteen multiple choice quizzes (the score of each quiz is 2 point. Wrong answers do not give rise to penalties. The mark of this second part consists of the sum of quiz-points). The quizzes are used to test the student's preparation on the program in an extensive sense, the six questions to verify the student's preparation on specific key topics of the program. The final exam mark consists of the arithmetic average of the marks obtained in the two tests (quiz and closed stimulus test with open answer) which have equal weight.
To attend the exam the student must comply with the prerequisites set out in the Manifesto of Studies (he/she must pass microeconomics and macroeconomics exams).
For students with DSA, whose certification is formally ascertained, compensatory and/or dispensatory measures are envisaged to pass the exam. The measures will be assessed case-by-case in order to adapt the exam to individual needs. To this end, it is necessary to contact the teacher well in advance through the didactic secretariat and the Department and/or University delegate.Students with disabilities and/or with DSA are therefore invited to visit the page dedicated to the tools and measures envisaged and to agree in advance what is necessary with the teacher (https://www.unipg.it/disabilita- e-dsa).
In the event that the student intends to anticipate the exam in a year prior to the one scheduled in his/her study plan, it is recommended to attend the cycle of lessons and to attend the exam in the first useful session after the same lessons have finished in compliance therefore of the semester of teaching planning.
